Landmark Banking and Financial Committees in India
Explore landmark banking and financial committees in India from pre-independence to modern reforms, including Hilton Young, Narasimham, and Urjit Patel panels.
Evolution of Banking Policy Through Expert Committees
The Indian financial system did not emerge overnight in its current form. It developed through decades of structured deliberations, expert diagnoses, and targeted policy interventions. Whenever the economy faced structural bottlenecks, systemic crises, or tectonic shifts, the central government and the Reserve Bank of India constituted expert committees to evaluate operational weaknesses and recommend institutional remedies.
These high-level committees laid the structural foundation of modern Indian finance. Recommendations from specialized commissions established India’s central bank, created public sector institutional giants, overhauled prudential regulations, introduced technology rails, and established modern monetary policy frameworks.
Understanding these committees provides essential historical context and explains the rationale behind current regulatory statutes, capital adequacy rules, lending rate mechanisms, and supervisory structures.
Foundational Pre-Independence and Early Republic Committees
Institutional reforms in the early decades established the core architecture of Indian central and state-partnered banking.
Hilton Young Commission (1926)
The Hilton Young Commission, formally titled the Royal Commission on Indian Currency and Finance, was appointed in 1926 under the chairmanship of Edward Hilton Young. During the 1920s, India lacked a unified central monetary authority. Currency issuance was managed directly by the colonial government, while commercial banking and treasury functions were handled by the Imperial Bank of India.
The commission highlighted the severe operational conflicts arising from combining commercial banking with quasi-central banking functions. It concluded that a country cannot effectively regulate credit and currency without a dedicated, independent central bank.
Key recommendations and historical outcomes include:
- Establishment of a Central Bank: Recommended creating a dedicated central banking institution called the Reserve Bank of India to separate currency control and credit management from commercial banking.
- Legislative Blueprint: Provided the foundational recommendations that culminated in the enactment of the Reserve Bank of India Act, 1934, leading to the formal establishment of the RBI on April 1, 1935.
- Exchange Rate Ratio: Recommended fixing the exchange value of the Indian rupee at 1 shilling 6 pence (1s 6d) per rupee, an issue that sparked significant domestic debate regarding imperial trade advantages.
All India Rural Credit Survey Committee / Gorwala Committee (1951–1954)
In 1951, the Reserve Bank of India appointed the All India Rural Credit Survey Committee under the chairmanship of A.D. Gorwala. The committee submitted its comprehensive report in 1954, which economists often describe as the Magna Carta of Indian rural finance.
The Gorwala survey revealed an alarming imbalance in rural credit delivery. Private moneylenders and traders accounted for more than 70% of total rural credit, while commercial banks and cooperatives contributed a negligible share. Commercial banks concentrated almost exclusively in port cities and urban trade centers, completely neglecting the credit needs of agriculture.
Major recommendations and systemic impacts include:
- Creation of State Bank of India: Recommended taking over the Imperial Bank of India through state partnership and amalgamating it with former state-associated banks. This recommendation led directly to the enactment of the State Bank of India Act, 1955, establishing the State Bank of India (SBI) on July 1, 1955.
1955 (State Bank of India Act, 1955) இயற்றப்படுவதற்கும், 1955 ஜூலை 1 அன்று ஸ்டேட் பேங்க் ஆஃப் இந்தியா (SBI) உருவாக்கப்படுவதற்கும் வழிவகுத்தது. 1955 (State Bank of India Act, 1955) पारित हुआ, जिससे 1 जुलाई, 1955 को भारतीय स्टेट बैंक (SBI) की स्थापना हुई। - Integrated Scheme of Rural Credit: Proposed an integrated rural credit mechanism based on three pillars: state partnership at all levels of the cooperative credit structure, full coordination between rural credit and marketing, and the creation of specialized national development funds.
- National Agricultural Credit Funds: Recommended creating dedicated funds within the RBI, such as the National Agricultural Credit (Long-Term Operations) Fund and the National Agricultural Credit (Stabilisation) Fund, to support rural cooperative institutions during crop failures.
The Liberalization Era: Narasimham Committee I and II
The 1991 balance of payments crisis exposed deep structural inefficiencies within the Indian banking system. Decades of heavy administrative controls, statutory pre-emptions, and politically directed credit had severely impaired bank balance sheets. In response, the Government of India constituted two seminal committees headed by Maidavolu Narasimham (former RBI Governor), which fundamentally altered the DNA of Indian banking.
Narasimham Committee I (1991)
Formally designated as the Committee on the Financial System, this panel submitted its path-breaking report in November 1991. Its primary objective was to transform the banking sector from an administratively driven, loss-making public utility into an autonomous, competitive, and profitable commercial industry.
Major recommendations and policy implementations include:
- Reduction in Reserve Requirements: Recommended a phased reduction of the Statutory Liquidity Ratio (SLR) from 38.5% down to 25%, and the Cash Reserve Ratio (CRR) from 15% down to 3% to 5%. This step released massive financial resources locked in low-yielding government paper into productive commercial credit.
- Deregulated Interest Rates: Recommended dismantling the rigid system of administrative interest rate controls, allowing market forces to determine deposit and lending rates based on demand and supply.
- Introduction of Prudential Norms: Introduced objective Prudential Norms for Income Recognition, Asset Classification, and Provisioning (IRAC). It mandated recognizing non-performing loans based on objective delinquency records rather than subjective managerial discretion.
- Capital Adequacy Adoption: Recommended adopting international Capital to Risk-Weighted Assets Ratio (CRAR) norms of 8% in line with the Basel I Accord to ensure banks held sufficient loss-absorbing capital.
- Entry of New Private Sector Banks: Recommended opening the banking sector to private domestic and foreign competition. In 1993, the RBI issued guidelines for new private sector banks, ushering in modern, tech-driven institutions such as HDFC Bank, ICICI Bank, UTI Bank (now Axis Bank), and IndusInd Bank.
- Four-Tier Banking Blueprint: Proposed restructuring the banking system into a four-tier architecture:
நான்கு அடுக்கு வங்கி வரைவுத் திட்டம்: வங்கி அமைப்பை நான்கு அடுக்குக் கட்டமைப்பாக மறுசீரமைக்க முன்மொழிந்தது: चार-स्तरीय बैंकिंग रूपरेखा: बैंकिंग प्रणाली को चार-स्तरीय संरचना में पुनर्गठित करने का प्रस्ताव दिया: - Top Tier: 3 to 4 large banks, including the State Bank of India, operating globally.
- Second Tier: 8 to 10 national banks with nationwide networks.
- Third Tier: Regional banks operating across specific geographic zones.
- Fourth Tier: Local and rural banks financing agriculture and grassroot businesses.
- Top Tier: 3 to 4 large banks, including the State Bank of India, operating globally.
- Specialized Recovery Institutions: Recommended setting up special tribunals to handle bad debt recovery, leading to the enactment of the Recovery of Debts Due to Banks and Financial Institutions Act, 1993 and the creation of Debt Recovery Tribunals (DRTs).
1993 (Recovery of Debts Due to Banks and Financial Institutions Act, - Ending Dual Regulatory Control: Recommended that the RBI serve as the sole prudential regulator, curbing administrative interference from the Ministry of Finance.
Narasimham Committee II (1998)
In 1998, the government constituted the Committee on Banking Sector Reforms (Narasimham Committee II) to evaluate the progress of the 1991 reforms and formulate next-generation measures to strengthen the system against global financial contagion, following the 1997 East Asian financial crisis.
Key recommendations and structural contributions include:
- Enhanced Capital Adequacy: Recommended raising the minimum CRAR from 8% to 9% by 2000 and 10% by 2002, alongside introducing risk-weighting for government-guaranteed advances.
- Concept of Narrow Banking: Proposed the innovative model of Narrow Banking for chronically distressed and weak public sector banks. Under this framework, weak banks unable to manage loan default risks were restricted from aggressive commercial lending; they were mandated to deploy incremental deposits only into risk-free government securities and safe liquid assets until their financial health stabilized.
- Consolidation and Mergers: Recommended merging strong, healthy banks to create institutions with international scale and competitive technology budgets. The committee issued a stern caution: strong banks should never be merged with weak banks, as absorbing non-performing books could compromise the health of the acquiring institution.
- Stricter Asset Classification: Recommended moving toward tighter global standards for Non-Performing Assets (NPAs), proposing that an asset should be classified as an NPA if payment remained overdue for 90 days (subsequently adopted across Indian banking in March 2004).
- Asset Reconstruction Companies (ARCs): Recommended creating dedicated asset reconstruction companies to purchase bad debt portfolios from banks at discounted prices, laying the statutory groundwork for the SARFAESI Act, 2002.
- Board Autonomy and Professionalization: Recommended separating the offices of Chairman and Managing Director, professionalizing board recruitment, and freeing bank managements from rigid civil-service style administrative oversight.
Specialized Pre-2000 Reform Committees
Alongside broad structural overhauls, the 1990s witnessed targeted committees addressing operational fraud, external sector resilience, agricultural credit, and developmental finance.
A. Ghosh Committee on Bank Frauds (1991–1993)
Constituted under the chairmanship of A. Ghosh (then Deputy Governor of RBI), this committee investigated the systemic weaknesses, operational malpractices, and fraud vulnerabilities plaguing Indian commercial banks.
The committee submitted its comprehensive report in 1993, containing 53 specific recommendations that established the bedrock of modern internal banking vigilance:
- Mandatory Concurrent Audit: Introduced the concept of concurrent audits for large and exceptionally large branches. Unlike annual statutory audits, concurrent audits verify financial transactions simultaneously with their execution, preventing irregular exposures and immediate diversion of funds.
- Dual Custody and Safe Keeping: Enforced strict joint custody and dual responsibility rules for managing cash chests, physical security documents, and valuable collateral held by bank branches.
- Same-Day Reporting: Mandated that all transactions handled by currency chests be reported to the Reserve Bank of India on the very same day.
- Safeguards Against Benami Accounts: Formulated strict introductory checks for opening new deposit accounts and issuing high-value demand drafts, forming the initial precursor to modern Know Your Customer (KYC) norms.
- Audit Committees of Boards: Recommended setting up dedicated Audit Committees at the Board level to supervise internal inspection, compliance reports, and disciplinary proceedings.
S.S. Tarapore Committees on Capital Account Convertibility (1997 & 2006)
India achieved full Current Account Convertibility in August 1994 by accepting the obligations under Article VIII of the International Monetary Fund (IMF) Articles of Agreement. However, opening the capital account remained a delicate macroeconomic challenge. The RBI constituted two expert committees chaired by S.S. Tarapore (former Deputy Governor of RBI) to design a viable roadmap for Capital Account Convertibility (CAC).
Analogy · Current Account vs Capital Account Convertibility Expand analogy
Current Account Convertibility is like an open express ticket for daily travel: you can freely exchange Indian rupees to buy foreign goods, pay for overseas medical treatment, or fund higher education abroad. Capital Account Convertibility is like buying the foreign rail network or train depot itself: it gives citizens and businesses unrestricted freedom to convert local currency to buy real estate, purchase foreign factories, or park wealth in international financial assets without regulatory permission.
Tarapore Committee I (1997)
Submitted in May 1997, the first report recommended a 3-year phased transition (1997–2000) to full convertibility, but emphasized that capital convertibility is a process rather than a single event. It established three non-negotiable macroeconomic preconditions before India could safely open its capital account:
- Fiscal Consolidation: The gross fiscal deficit of the Central Government had to be reduced to under 3.5% of GDP, accompanied by a reduction in revenue deficits.
- Mandated Inflation Rate: Domestic inflation needed to be anchored within a low, predictable band of 3% to 5% for at least three consecutive years.
- Financial Sector Health: Gross Non-Performing Assets (NPAs) across the banking system had to be brought down to under 5%, and the Cash Reserve Ratio (CRR) reduced to 3%.
The onset of the severe 1997 East Asian financial crisis vindicated the committee’s cautious stance; sudden capital outflows devastated Asian economies with open capital accounts, prompting India to defer full convertibility while maintaining gradual liberalization.
Tarapore Committee II (2006)
Appointed in March 2006, the second Tarapore panel submitted its report on Fuller Capital Account Convertibility in July 2006. It laid out a 5-year roadmap (2006–2011) across three phases:
- Emphasized meeting targets set by the Fiscal Responsibility and Budget Management (FRBM) Act, 2003.
- Recommended raising foreign institutional investment limits in government bonds and corporate debt securities.
- Advised gradual easing of overseas investment limits for Indian corporations and residents under the Liberalised Remittance Scheme (LRS).
R.V. Gupta Committee on Agricultural Credit (1997–1998)
Agricultural lending in the late 1990s was hobbled by complicated loan documentation, procedural delays, and rigid branch-level appraisal standards. In December 1997, the RBI appointed a one-man High-Level Committee chaired by R.V. Gupta to identify the operational bottlenecks choking credit flow to farmers.
Key findings and implementations include:
- Procedural Simplification: Recommended replacing cumbersome, multi-page agricultural loan applications with simplified documentation, abolishing stamp duties on crop loans where feasible, and delegating loan appraisal powers directly to rural branch managers.
- Abolition of Target-Oriented Lending: Urged banks to abandon mechanical target-chasing and focus on assessing actual production and credit requirements of farming households.
- The Kisan Credit Card (KCC) Breakthrough: The most enduring contribution of the Gupta Committee was the recommendation to introduce an integrated, revolving cash credit facility for cultivators. In August 1998, the Government of India and the National Bank for Agriculture and Rural Development (NABARD) formulated and launched the Kisan Credit Card (KCC) Scheme, providing farmers flexible, single-window credit for seeds, fertilizers, and seasonal cultivation expenses.
S.H. Khan Committee on Universal Banking (1998)
In December 1997, the RBI constituted the Working Group for Harmonising the Role and Operations of Development Financial Institutions (DFIs) and Banks, headed by S.H. Khan (then Chairman and Managing Director of IDBI).
Historically, India maintained a strict functional boundary: Development Financial Institutions (such as IDBI, ICICI, and IFCI) provided long-term project loans to heavy industries, while commercial banks focused exclusively on short-term working capital loans. By the late 1990s, DFIs struggled to raise low-cost long-term funds from the open market, while commercial banks began venturing into term lending.
Major recommendations and outcomes include:
- Transition to Universal Banking: Recommended that the traditional separation between term-lending DFIs and commercial banks should be phased out, moving India toward Universal Banking, where an institution offers a comprehensive spectrum of retail deposits, working capital, project finance, insurance, and investment banking under one corporate umbrella.
- Merger and Conversion Roadmap: Recommended creating an enabling regulatory path for DFIs to convert themselves into full-fledged commercial banks.
- Structural Transformation: Following the Khan report, the RBI issued operational guidelines in 2001 for universal banking. This led to historic reverse mergers: ICICI merged into ICICI Bank in 2002, and IDBI transformed into a full commercial bank (IDBI Bank Ltd) in 2004.
Post-2000 Governance, Consumer Protection, and Inclusion Panels
The decade following the 2008 global financial crisis brought renewed regulatory focus on consumer dignity, micro-credit conduct, specialized bank licensing, and public sector governance.
M. Damodaran Committee on Customer Service in Banks (2010–2011)
In May 2010, the RBI appointed a committee under the chairmanship of M. Damodaran (former Chairman of SEBI) to review the quality of customer service, assess grievance redressal mechanisms, and evaluate the responsiveness of the Banking Ombudsman Scheme.
The committee submitted its report in July 2011 with customer-centric recommendations that reshaped retail banking practices:
- Abolition of Foreclosure Charges: Recommended immediate removal of foreclosure charges and pre-payment penalties on all floating-rate home loans, preventing banks from penalizing borrowers who wished to refinance or prepay their debt.
- Root Cause Analysis by Boards: Mandated that the Board of Directors of every commercial bank must review a quarterly root-cause analysis of the top five categories of customer complaints to fix systemic operational failures.
- Customer Service Appraisals: Recommended that employee responsiveness, grievance resolution efficiency, and fair customer treatment be incorporated into mandatory annual performance appraisals for bank staff.
- Uniformity Under Core Banking: Advised abolishing arbitrary inter-branch charges (known as Intersol charges) for basic cash deposits and withdrawals at non-home branches, ensuring customers enjoyed uniform service standards across all networked branches.
- Enhanced Deposit Insurance and Grievance Portals: Proposed strengthening the Banking Ombudsman Scheme with dedicated toll-free numbers, online complaint tracking, and establishing institutional timeframes for complaint disposal.
Y.H. Malegam Committee on Microfinance (2010–2011)
The microfinance sector in India suffered a major systemic breakdown in late 2010 during the Andhra Pradesh microfinance crisis. Unregulated private lenders were accused of charging usurious interest rates exceeding 30%, practicing coercive collection methods, and creating severe over-indebtedness among vulnerable rural households through multiple overlapping loans.
In October 2010, the RBI constituted a Sub-Committee of its Central Board under Y.H. Malegam to investigate the sector. Submitting its report in January 2011, the panel established the structural regulatory architecture for Indian microfinance:
- Creation of NBFC-MFI Category: Recommended creating a separate, dedicated regulatory sub-tier of Non-Banking Financial Companies designated as NBFC-MFIs, subject to strict direct oversight by the Reserve Bank of India.
- Qualifying Assets Benchmark: Mandated that at least 85% of net assets of an NBFC-MFI must consist of “qualifying assets”, defined as collateral-free micro-loans provided to low-income borrowers whose annual household income does not exceed statutory thresholds.
- Margin Caps and Interest Ceilings: Introduced a statutory margin cap of 10% for MFIs with loan portfolios exceeding ₹100 crore, and 12% for smaller MFIs (calculated as the difference between the cost of funds and the lending rate).
- Borrower Protection Protocols: Capped the total indebtedness of an individual borrower across all microfinance institutions to prevent debt traps. The panel made it mandatory for MFIs to check borrower histories with Credit Information Companies (CICs) before sanctioning fresh loans.
- Transparent Fee Structure: Disallowed arbitrary collection fees, restricting permissible levies to only three transparent heads: the effective interest rate, a loan processing fee (capped at 1%), and actual insurance premium costs.
Nachiket Mor Committee on Financial Inclusion (2013–2014)
Constituted by RBI Governor Raghuram Rajan in September 2013, the Committee on Comprehensive Financial Services for Small Businesses and Low-Income Households was chaired by Nachiket Mor. The committee submitted its landmark report in January 2014, fundamentally pivoting India from a “one-size-fits-all” universal banking model to an agile architecture of Differentiated Banks.
Key recommendations and structural transformations include:
- Licensing Differentiated Banks: Recommended departing from licensing only large, universal commercial banks and advocated granting specialized, niche licenses tailored to specific financial needs.
- Payments Banks: Conceptualized Payments Banks designed to handle small savings and frictionless remittance services for low-income households and migrant workers. These banks accept demand deposits (initially up to ₹1 lakh, later increased to ₹2 lakh per individual), are strictly prohibited from lending, and must invest at least 75% of their demand deposits in government securities.
- Small Finance Banks (SFBs): Supported the creation of Small Finance Banks to supply basic credit and deposit products to unserved and underserved segments, including small business units, marginal farmers, and micro industries.
- Universal Electronic Bank Account (UEBA): Proposed that every adult Indian resident should have access to a full-service, secure electronic bank account by January 2016, leveraging Aadhaar authentication to achieve complete financial inclusion.
P.J. Nayak Committee on Bank Governance (2014)
In January 2014, the RBI set up the Committee to Review Governance of Boards of Banks in India chaired by P.J. Nayak (former Chairman and CEO of Axis Bank). The committee addressed severe corporate governance deficits, rising Non-Performing Assets, and bureaucratic constraints in Public Sector Banks (PSBs).
Major structural recommendations include:
- Bank Investment Company (BIC): Proposed establishing an autonomous Bank Investment Company to hold the Government of India’s equity stakes in public sector banks. The BIC would act as an independent investment holding company, insulating bank management from political and administrative interference.

Modern Macroeconomic and Digital Financial Frameworks
The modern era brought structural shifts toward data-driven inflation management, sovereign capital allocation, and digital payment rails.
Urjit Patel Committee on Monetary Policy Framework (2013–2014)
Constituted in 2013 under the chairmanship of Dr. Urjit Patel (then Deputy Governor, and later Governor of RBI), the Expert Committee to Revise and Strengthen the Monetary Policy Framework submitted its report in January 2014. For decades, the RBI conducted monetary policy through a complex “multiple indicator approach”, which tracked output, credit, exchange rates, and wholesale prices without a single transparent nominal anchor.
The committee fundamentally revolutionized Indian monetary economics:
- Adoption of CPI as Nominal Anchor: Recommended adopting the Headline Consumer Price Index (CPI-Combined) as the primary measure of inflation for conduct of monetary policy, replacing the traditional Wholesale Price Index (WPI). The committee noted that CPI directly reflects retail price pressures and the cost of living experienced by everyday households.
- Flexible Inflation Targeting (FIT): Established the Flexible Inflation Targeting framework with a central target of 4% and a symmetric tolerance band of plus or minus 2% (spanning a range between 2% and 6%).
- Statutory Monetary Policy Committee (MPC): Proposed replacing the sole discretion of the RBI Governor with a collegiate, 6-member Monetary Policy Committee deciding policy repo rates by majority vote.
- Legislative Enactment: These recommendations received formal statutory backing through amendments to the Reserve Bank of India Act, 1934 in the Finance Act, 2016, institutionalizing transparent inflation targeting in India.
Bimal Jalan Committee on Economic Capital Framework (2018–2019)
In December 2018, the Reserve Bank of India, in consultation with the Central Government, constituted the Expert Committee to Review the Extent of Economic Capital Framework (ECF) of the Reserve Bank of India, headed by former RBI Governor Dr. Bimal Jalan.
The panel was tasked with resolving long-standing tensions between the sovereign government and the central bank regarding the optimal level of risk reserves the RBI should maintain versus how much surplus profit should be transferred to the government budget.
The committee submitted its report in August 2019, establishing a rule-based formula:
- Division of Capital Components: Divided the RBI’s economic capital into two distinct compartments: Realized Equity (consisting of the Contingency Fund and Asset Development Fund, built from retained profits) and Revaluation Balances (unrealized mark-to-market valuation gains on foreign currency assets and gold).
- Contingency Risk Buffer (CRB): Mandated that the RBI maintain a Contingency Risk Buffer within a band of 5.5% to 6.5% of the central bank’s total balance sheet. The CRB functions as a primary safety net to absorb monetary, financial stability, credit, and operational risks.
- Surplus Transfer Rule: Clarified that the RBI must transfer its entire net income to the Central Government only after fully meeting the risk provisioning requirements within the mandated CRB range. The panel barred transferring unrealized revaluation reserves to the government.
Ratan Watal Committee on Digital Payments (2016)
In August 2016, the Ministry of Finance constituted the Committee on Digital Payments chaired by Ratan P. Watal (Principal Adviser, NITI Aayog and former Finance Secretary). The panel was mandated to examine the payment systems landscape and recommend a medium-term strategy to accelerate digital transactions and financial digitisation.
Submitting its report in December 2016, the committee laid the groundwork for India’s digital payment ecosystem:
- Upgrading the Payment Systems Law: Recommended comprehensive amendments to the Payment and Settlement Systems Act, 2007 to promote competition, foster consumer protection, and encourage technological innovation.
- Payments Regulatory Board (PRB): Recommended upgrading the existing internal Board for Regulation and Supervision of Payment and Settlement Systems (BPSS) into an independent statutory Payments Regulatory Board within the RBI architecture.
- Interoperability and Open Access: Advocated for full technical and operational interoperability between commercial banks and non-bank Prepaid Payment Instrument (PPI) issuers. This recommendation enabled seamless wallet-to-bank and wallet-to-wallet transfers through the Unified Payments Interface (UPI).
- Incentivizing Cashless Transactions: Recommended providing digital payment rewards, waiving service charges on government-to-citizen digital transfers, reducing import duties on point-of-sale (PoS) hardware, and creating regulatory sandboxes to incubate fintech startups.
