The Statutory Architecture of Currency Management
Every rupee note that passes through a citizen’s hands carries a solemn promise backed by the sovereign authority of the nation. In the previous lesson, we examined the Reserve Bank of India’s specialized subsidiaries, including its dedicated currency printing enterprise, BRBNMPL. We now turn to the operational and legal framework that governs how currency is conceived, manufactured, circulated, maintained, and ultimately retired across the Indian economy.
Currency management is one of the foundational central banking responsibilities of the Reserve Bank of India. While the public interacts with physical currency as a simple medium of exchange, behind every banknote lies an intricate system governed by parliamentary statutes, specialized manufacturing facilities, secure storage networks, and rigorous quality standards.
The Sole Right of Note Issue: Section 22 of the RBI Act
The primary legal pillar of Indian currency issuance is Section 22 of the Reserve Bank of India Act, 1934. Under this provision, the Reserve Bank holds the exclusive monopoly to issue banknotes in India. No commercial bank, state government, or private institution possesses the legal authority to print or issue paper currency.
The law establishes that the Reserve Bank may issue currency notes of the Government of India as if they were banknotes. This statutory monopoly guarantees uniformity, prevents chaotic currency competition, and maintains unwavering public confidence in the national monetary unit.
The Distinctive Status of the One Rupee Note and Coinage
While the Reserve Bank manages the entire paper currency network, the One Rupee note occupies a unique constitutional and statutory position. Unlike other denominations, the One Rupee note is issued directly by the Ministry of Finance, Government of India, rather than the Reserve Bank.
Because it represents direct sovereign liability rather than a central bank promissory note, the One Rupee note carries the signature of the Finance Secretary, whereas all banknotes of higher denominations (from two rupees up to ten thousand rupees) bear the signature of the Governor of the Reserve Bank of India. The One Rupee note also carries the phrase “Government of India” at the top, rather than “Reserve Bank of India”.
A similar division applies to metallic coins. Under The Coinage Act, 2011, the Central Government holds the exclusive power to mint coins of various denominations, ranging from fifty paise up to one thousand rupees. The Reserve Bank acts solely as the distributing agent of the Central Government for coins, putting them into circulation through its currency chest network.
Legal Tender Provisions and Statutory Denominations
The concept of legal tender defines whether a creditor is legally bound to accept money offered in settlement of a debt or financial obligation. In India, currency is classified under two distinct legal categories: unlimited legal tender and limited legal tender.
Legal Tender Under Section 26 of the RBI Act
According to Section 26(1) of the Reserve Bank of India Act, 1934, every banknote issued by the Reserve Bank is legal tender at any place in India for the payment of the amount expressed on the face of the note. Furthermore, each banknote is backed by an explicit guarantee from the Central Government of India. Banknotes function as unlimited legal tender, meaning they can be used to settle debts of any amount without statutory restrictions.
In contrast, Section 26(2) of the RBI Act provides the legal mechanism for removing this legal tender status. On the recommendation of the Central Board of Directors of the Reserve Bank, the Central Government may, by notification in the Gazette of India, declare that any series of banknotes of any denomination shall cease to be legal tender. This statutory clause forms the legal foundation for sovereign demonetization exercises in India, including the historic invalidation of high-denomination currency in November 2016.
Limited Legal Tender: The Coinage Act, 2011
Unlike banknotes, metallic coins possess limited legal tender status under the provisions of The Coinage Act, 2011. This prevents individuals from using unreasonable quantities of small coins to settle substantial commercial transactions.
Under Section 6(1) of The Coinage Act, 2011:
-
Coins of any denomination not lower than one rupee (such as ₹1, ₹2, ₹5, ₹10, and ₹20 coins) are legal tender for any sum not exceeding ₹1,000.
Fifty paise (half-rupee) coins are legal tender for any sum not exceeding ₹10.
Coins lower than fifty paise (such as 25 paise, 20 paise, 10 paise, and 5 paise) were officially demonetized with effect from June 30, 2011, and no longer hold legal tender status.
While a creditor cannot be legally compelled to accept coins beyond these statutory thresholds, voluntary acceptance of larger amounts by mutual consent remains entirely lawful.
Statutory Denominations Under Sections 24 and 25
The issuance of banknotes is strictly bound by statutory parameters regarding denominations and design:
-
Section 24 of the RBI Act, 1934: Banknotes may be issued in denominations of two rupees, five rupees, ten rupees, twenty rupees, fifty rupees, one hundred rupees, five hundred rupees, one thousand rupees, five thousand rupees, and ten thousand rupees, or in any other denomination not exceeding ten thousand rupees as the Central Government may specify on the recommendation of the Central Board. Therefore, the statutory maximum denomination permitted under current Indian law is ₹10,000.
Section 25 of the RBI Act, 1934: The design, form, and material of banknotes must be recommended by the Central Board of the Reserve Bank and receive formal approval from the Central Government before production begins.
Physical Infrastructure: Printing Presses, Mints, and Paper Mills
The production of currency notes and metallic coins in India is carried out across specialized high-security facilities operated under a dual institutional structure. The Reserve Bank manages its own printing capacity through its wholly-owned subsidiary, while the Government of India operates older historic units through a dedicated public sector enterprise.
Banknote Printing Presses
India operates four banknote printing presses strategically distributed across the country:
-
Nashik Press (Maharashtra): Established in 1928, the India Security Press at Nashik is the oldest currency press in the nation. It is owned and operated by the Security Printing and Minting Corporation of India Limited (SPMCIL), a central public sector enterprise under the Ministry of Finance.
Dewas Press (Madhya Pradesh): Set up in 1974, the Bank Note Press at Dewas is also owned and managed by SPMCIL. It specializes in printing high-security currency notes and produces specialized security inks.

The Four Government Mints and Their Mint Marks
All metallic coins in India are minted exclusively by the Government of India through SPMCIL across four locations. Each mint imprints a unique mint mark directly below the year of issue on the reverse face of the coin, allowing anyone to identify its manufacturing origin:
-
Mumbai Mint (Maharashtra): The oldest mint in India, originally established by the British East India Company. It marks coins with a distinctive diamond shape (◆) below the year of minting. In select commemorative issues, it may feature a letter mark such as “B” or “M”.
Kolkata Mint (West Bengal): Established in Alipore, this historic facility is unique because it features no mint mark below the date of issue. An unmarked space beneath the year signifies that the coin was minted in Kolkata.
Hyderabad Mint (Telangana): Originally established by the Nizam of Hyderabad and later integrated into the national network, it stamps a five-pointed star (★), a split diamond, or a dot inside a diamond beneath the year.
Noida Mint (Uttar Pradesh): Established in 1988, Noida is the only mint set up in independent India. It is identified by a solid, prominent round dot (●) below the year of minting.

The Distribution Network: Currency Chests and Small Coin Depots
India covers a vast geographical expanse with hundreds of thousands of bank branches, automated teller machines (ATMs), and post offices requiring cash liquidity daily. Transporting physical currency directly from printing presses or the Reserve Bank’s 19 regional Issue Offices to every remote bank branch every day would be logistically impossible and hazardous. To overcome this hurdle, the Reserve Bank created the Currency Chest mechanism.
What is a Currency Chest?
A Currency Chest is a fortified, high-security vault operated by an authorized commercial bank branch that acts as an extended repository and distribution arm of the Reserve Bank. While the vault is physically situated inside the premises of a scheduled commercial bank (most commonly the State Bank of India or other public sector banks), all cash kept inside the currency chest belongs solely to the Reserve Bank of India.
The hosting commercial bank acts strictly as an agent of the Reserve Bank. Cash stored inside the chest does not form part of the hosting bank’s own liquid cash balances until it is formally withdrawn.
Operational and Accounting Mechanism
The currency chest eliminates the need for daily physical shipments of cash to and from the Reserve Bank:
-
Withdrawal from Chest: When a bank branch requires cash to serve customer withdrawals or feed ATMs, it draws cash from the currency chest. At that exact moment, the Reserve Bank debits the statutory account of the host bank by the corresponding amount.
Deposit into Chest: When a bank accumulates surplus cash from customer deposits, it deposits the excess notes back into the currency chest. The Reserve Bank instantly credits the bank’s account, allowing the bank to earn interest on those funds or meet its reserve obligations without sitting on idle cash.
Reporting System: All deposits and withdrawals must be reported daily through the Reserve Bank’s digital CyM-CC (Currency Management - Currency Chest) portal. Transactions are typically processed in minimum lots of ₹1,00,000 and subsequent multiples of ₹50,000.
Physical Standards: To qualify as a currency chest, the facility must meet strict infrastructural standards, including a minimum vault area of 1,500 square feet (600 square feet in hilly regions), electronic surveillance, armed protection, and heavy bi-metric or double-lock door mechanisms.
Analogy · Currency Chest as an FCI Grain Silo Expand analogy
Think of a currency chest like a central grain silo operated by the Food Corporation of India (FCI) built inside a private distributor’s compound. The grain stored inside the silo belongs entirely to the government, not to the private distributor. The distributor cannot use that grain until it formally purchases and withdraws sacks from the silo, which immediately reduces its central deposit with the government. Similarly, cash inside a currency chest remains 100% Reserve Bank property until the commercial bank formally withdraws it into its own operational cash counter.
Small Coin Depots (SCDs)
Working alongside currency chests, the banking system maintains Small Coin Depots (SCDs). These are secure storage areas set up within bank branches specifically to store, handle, and distribute metallic coins on behalf of the Government of India. Small Coin Depots ensure that genuine coins of all denominations (50 paise through ₹20) are continuously made available across commercial markets, public transport bodies, and retail trade outlets.
Security Features of Indian Banknotes
To safeguard the financial system against counterfeiting and maintain absolute public trust, Indian banknotes incorporate advanced security technology. The currently circulating Mahatma Gandhi (New) Series introduces a cohesive aesthetic along with multi-layered overt and covert security features that can be verified by the public, cashiers, and automated counting machines.
Multi-Layered Authentication Architecture
Modern Indian banknotes combine overt visual identifiers with microscopic and tactile security measures:
-
See-Through Register: A floral or geometric design printed on both the front and back of the banknote. When held against a light source, the two halves align perfectly to form the complete denominational numeral.
Latent Image: Located inside the vertical band on the right side of the front face, this feature reveals the hidden numeral of the denomination only when the note is held flat at eye level and tilted at a 45-degree angle.
Colour-Shifting Windowed Security Thread: Embedded within the paper, this metallic thread displays alternating inscriptions of “RBI” and “Bharat” (in Devanagari script). On denominations of ₹100 and above, the thread exhibits an optical colour-shift, changing visibly from green to blue when tilted under light.
Microlettering: Minute inscriptions of “RBI”, “Bharat”, and the numerical value are woven into the design borders, legible only under strong magnification.
Optically Variable Ink: On higher-denomination notes, the denominational numeral is printed using specialized colour-shifting ink that transforms from green to blue when the angle of view changes.
Omron Anti-Copying Rings: Tiny circular constellation patterns scattered across the note body trigger automated detection algorithms in commercial colour copiers and scanners, preventing unauthorized duplication.
Fluorescence Under Ultraviolet Light: The background paper contains embedded fluorescent fibres that glow under ultraviolet light, while the number panels and select design elements illuminate in distinct fluorescent colours.

Clean Note Policy and Note Refund Rules
A modern currency ecosystem depends on maintaining the physical integrity and cleanliness of notes in daily circulation. Soiled, torn, or defaced banknotes undermine automated processing systems and degrade the quality of commerce. To address these operational challenges, the Reserve Bank formulated comprehensive operational standards.
The Clean Note Policy
Introduced in 1999, the Clean Note Policy aims to provide the public with high-quality, clean, and authentic banknotes while swiftly removing soiled and unfit currency from circulation.
Under this policy, the Reserve Bank instituted specific operational directives:
-
Ban on Stapling: Banks are strictly prohibited from stapling currency packets. Stapling punctures the rag paper, damages the security fibres, accelerates tearing, and causes jams in high-speed sorting machines. Packets must be bound using paper bands or plastic wrapping.
Watermark and Number Panel Protection: The public is urged not to write, stamp, or scribble on banknotes, particularly over the watermark and serial number panels, as markings hinder automated sensor reading.
Prohibition on Misuse: Using currency notes for garlands, decorating festival pandals, or showering them during celebrations is actively discouraged to preserve respect for sovereign legal tender.
Mandatory Mechanical Sorting: Commercial bank branches must deploy automated Currency Sorting Machines (CSMs) to inspect all incoming cash. Notes must be separated into issuable (fit for recirculation to customers and ATMs) and non-issuable (soiled, limp, or worn out, to be remitted to the currency chest for retirement).
Disposal by CVPS: Unfit notes returned to the Reserve Bank are verified and processed through the high-speed Currency Verification and Processing System (CVPS). Notes are shredded, converted into dense briquettes through environmental recycling, and eliminated from circulation.
RBI (Note Refund) Rules
Under Section 28 of the Reserve Bank of India Act, 1934, no person has an automatic right to recover the value of lost, stolen, mutilated, or imperfect currency notes. However, to prevent undue public hardship, the Reserve Bank formulated the Reserve Bank of India (Note Refund) Rules, 2009, which were substantially updated under the Reserve Bank of India (Note Refund) Amendment Rules, 2018 to adjust area benchmarks for the compact dimensions of the Mahatma Gandhi (New) Series.
Classification of Damaged Notes
The rules establish clear distinctions among categories of damaged currency:
-
Soiled Note: A note that has become dirty, limp, or stained due to normal handling over time. It includes a two-piece note where both pieces clearly belong to the exact same note and no essential portion is missing. All bank branches are legally mandated to exchange soiled notes over the counter for full value, free of charge, even for non-account holders.
Mutilated Note: A banknote of which a portion is missing, or which is composed of more than two pieces pasted together.
Imperfect Note: A note that is wholly or partially obliterated, shrunk, washed, altered, or indecipherable, but is not considered a mutilated note.
Adjudication Benchmarks for Mutilated Currency
Bank officers at commercial branches are empowered to adjudicate mutilated and imperfect notes based on the physical surface area of the single largest undivided piece:
- Denominations Under ₹50 (₹1, ₹2, ₹5, ₹10, and ₹20 Notes):
₹50-க்கு குறைவான மதிப்புள்ள நோட்டுகள் (₹1, ₹2, ₹5, ₹10 மற்றும் ₹20 நோட்டுகள்): ₹50 से कम के मूल्यवर्ग (₹1, ₹2, ₹5, ₹10 और ₹20 के नोट): - Full Value: Payable if the surface area of the single largest undivided piece is more than 50% of the original total area of the note.
- Zero Value (Rejection): If the largest undivided piece is 50% or less of the total area, no refund is granted. There is no half-value provision for notes under ₹50.
- Full Value: Payable if the surface area of the single largest undivided piece is more than 50% of the original total area of the note.
- Denominations of ₹50 and Above (₹50, ₹100, ₹200, ₹500, and ₹2000 Notes):
₹50 மற்றும் அதற்கு மேற்பட்ட மதிப்புள்ள நோட்டுகள் (₹50, ₹100, ₹200, ₹500 மற்றும் ₹2000 நோட்டுகள்): ₹50 और उससे अधिक के मूल्यवर्ग (₹50, ₹100, ₹200, ₹500 और ₹2000 के नोट): - Full Value: Payable if the single largest undivided piece covers more than 80% of the total original area. Alternatively, if the note consists of two pieces of the same note and each individual piece covers 40% or more of the total area, full value is awarded.
- Half Value: Payable if the area of the single largest undivided piece is between 40% and 80% (inclusive of 40% and up to 80%) of the original total area.
- Zero Value (Rejection): If the single largest undivided piece covers less than 40% of the total note area, the note is rejected with zero refund.
- Full Value: Payable if the single largest undivided piece covers more than 80% of the total original area. Alternatively, if the note consists of two pieces of the same note and each individual piece covers 40% or more of the total area, full value is awarded.
Notes that are extremely brittle, severely burnt, charred, or inseparably stuck together cannot be processed at regular bank counters; customers must submit them directly to the specialized Issue Office of the Reserve Bank.
| Denomination Category | Full Value Criteria | Half Value Criteria | Rejection Criteria |

The History of Demonetization in India
Demonetization is the sovereign act of stripping a currency unit of its status as legal tender. When a banknote is demonetized, it ceases to be acceptable as an enforceable medium of payment for commercial transactions or debt settlement. Over its monetary history, independent and pre-independence India witnessed three formal demonetization exercises, alongside a major modern currency withdrawal exercise executed under the Clean Note Policy.
The 1946 Demonetization
The first demonetization in Indian history occurred prior to independence on January 12, 1946. The British colonial administration promulgated an emergency ordinance invalidating high-denomination banknotes of ₹500, ₹1,000, and ₹10,000.
The primary motivation was to curb wartime black marketing and penalize merchants who had accumulated undisclosed profits during the Second World War. Because high-denomination currency was concentrated almost exclusively in the hands of wealthy merchants, industrial elites, and princely states, the exercise had negligible direct impact on ordinary citizens. In 1954, the Government of independent India reintroduced high-denomination currency by releasing freshly designed notes of ₹1,000, ₹5,000, and ₹10,000.
The 1978 Demonetization
The second demonetization was enacted on January 16, 1978 by the Janata Party coalition government led by Prime Minister Morarji Desai. Initially promulgated through a presidential ordinance, the move was formalized by Parliament through the enactment of The High Denomination Bank Notes (Demonetisation) Act, 1978.
Under this legislation, banknotes of ₹1,000, ₹5,000, and ₹10,000 ceased to be legal tender. The objective was to eliminate unaccounted cash hoards and disable illicit financial transactions. Similar to the 1946 episode, the 1978 demonetization caused minimal disruption in retail markets because the targeted notes represented less than 2% of the total currency in circulation. The ₹1,000 denomination note was subsequently reintroduced in November 2000 under the Atal Bihari Vajpayee government to manage the burgeoning transaction volume handled by ₹500 notes.
The 2016 Demonetization
On the evening of November 8, 2016, Prime Minister Narendra Modi announced that existing banknotes of ₹500 and ₹1,000 of the Mahatma Gandhi Series would cease to be legal tender, effective from midnight.
The measure was executed under Section 26(2) of the Reserve Bank of India Act, 1934 following a formal recommendation by the Central Board of the Reserve Bank. Parliament subsequently enacted The Specified Bank Notes (Cessation of Liabilities) Act, 2017, extinguishing the Reserve Bank’s statutory liability for notes not returned within the designated exchange window.
The 2016 demonetization differed fundamentally from earlier episodes in terms of magnitude and systemic reach:
-
Enormous Economic Scale: Unlike the 1946 and 1978 exercises, the demonetized ₹500 and ₹1,000 notes accounted for approximately 86% of the total currency value in circulation, amounting to over ₹15.4 lakh crore.
Multiple Policy Objectives: The initiative targeted the elimination of counterfeit currency, the curtailment of terror financing networks, the compression of black money hoards, and the accelerated transition of the cash-dependent informal sector into formal digital payment systems.
Remonetization via New Series: The Reserve Bank orchestrated a massive remonetization program by releasing the Mahatma Gandhi (New) Series, including a new stone-grey ₹500 note and a newly introduced magenta ₹2000 banknote.
Structural Shifts: The exercise triggered an unprecedented surge in digital transactions across the Unified Payments Interface (UPI) and mobile banking platforms, expanded commercial bank deposits, and broadened the formal direct tax base.
The May 2023 Withdrawal of ₹2000 Banknotes
On May 19, 2023, the Reserve Bank announced the systematic withdrawal of the ₹2000 denomination banknote from active circulation.
It is critical to distinguish between demonetization and this withdrawal exercise. The ₹2000 note was not demonetized; it continued to remain legal tender throughout and after the exercise. The withdrawal was conducted under the operational mandate of the Clean Note Policy for clear strategic reasons:
-
Mission Fulfilled: The ₹2000 note was introduced in late 2016 primarily to replenish cash velocity rapidly following the withdrawal of high-denomination notes. Once adequate quantities of ₹500, ₹200, and ₹100 notes entered the banking system, the ₹2000 denomination had fulfilled its primary macroeconomic purpose.
Halted Printing: The printing of ₹2000 notes was completely stopped in 2018-19.
Lifespan Expiry: By 2023, most circulating ₹2000 notes were reaching the conclusion of their natural 4 to 5 year life cycle.
Low Transaction Velocity: The high face value made the note inconvenient for daily retail purchases, leading to diminished public circulation.
The Reserve Bank provided a smooth exchange and deposit window at all bank branches until October 7, 2023. Following that date, the exchange and deposit facility was centralized at the 19 regional Issue Offices of the Reserve Bank (or by sending notes through India Post). Over 97% of the total ₹2000 notes in circulation were returned into the organized banking channel.

Key Takeaways
-
Under Section 22 of the RBI Act, 1934, the Reserve Bank has the sole monopoly to issue banknotes in India, whereas the One Rupee note is issued directly by the Ministry of Finance and signed by the Finance Secretary.
Banknotes serve as unlimited legal tender, while metallic coins function as limited legal tender under Section 6 of The Coinage Act, 2011, capped at ₹1,000 for rupee coins and ₹10 for fifty paise coins.
The statutory ceiling on paper currency denomination under Section 24 of the RBI Act is ₹10,000, while sovereign demonetization authority is anchored in Section 26(2).
Banknote production is divided between the Reserve Bank subsidiary BRBNMPL (Mysuru and Salboni) and the central government enterprise SPMCIL (Nashik and Dewas), while all four coin mints (Mumbai, Kolkata, Hyderabad, and Noida) are operated by SPMCIL.
Under the RBI (Note Refund) Amendment Rules, 2018, mutilated notes under ₹50 require the single largest undivided piece to cover more than 50% area for full value with no half-value option, while notes of ₹50 and above require more than 80% area for full value and between 40% and 80% area for half value.
The May 2023 withdrawal of ₹2000 notes was an operational retirement carried out under the Clean Note Policy, distinct from demonetization because the banknotes retained their legal tender status.
